The key to enjoying Reina is money. If you don't mind spending 100 euros per person for eating, then twice as much on drinks, you will most likely have a great time. You will get a good table, attentive service and a decent meal. If you are just hoping to get in at 1am, alone, to enjoy a beer, you'll have a harder time getting inside and you'll almost feel undesirable.
If you are a group of guys, I'll recommend you come for dinner first and to dress chic if you want a chance to get in. Girls should wear high heels and dress. It is a place for people who like to show off so be prepared.
Though Reina is chic, it also comes with a dirty secret: It is reputed for being a hotspot for high class prostitution in Istanbul. They can be hard to spot as 30% of the girls in Reina look like porn stars.
